Make the assumptions visible.

Compare a few candidates together. Pick a small reference candidate, then score the others relative to it. Use the same interpretation of each dimension across the whole list. The Fibonacci-style scale helps distinguish meaningful differences without pretending to precise measurement.

The first three dimensions form a relative cost of delay. Job size must be positive. These scores are comparisons, not money or estimates of elapsed time. Revisit them when your evidence or constraints change.
