Can one milestone include work from several teams?

Yes. A milestone can link work across Projects and Teams while each item keeps its owner and workflow. Milestone and View access do not grant access to private source work, so readers may see different underlying items.

Does a dependency link mark work as blocked?

No. A blocks or is blocked by relationship records the connection. Mark the actual blocker explicitly, explain why the work is waiting and record the action needed to unblock it. Clear that state when the situation changes.
